Tianjin, September 1, 2025 – Prime Minister Narendra Modi, addressing the Shanghai Cooperation Organisation (SCO) Summit in Tianjin, called for a united stand against cross-border terrorism, extremism, and separatism. He cautioned that “double standards on terrorism will not be acceptable,” delivering the message in the presence of Pakistan Prime Minister Shehbaz Sharif.
Modi said the SCO rests on three pillars – security, connectivity, and opportunity – and underlined that connectivity projects must respect sovereignty to build mutual trust. He added that terrorism was a global menace affecting humanity, not limited to any one country.
Referring to the April Pahalgam terror attack in Jammu & Kashmir that killed 26 people, Modi described it as “a blow to India’s conscience and a challenge to humanity.” He thanked member nations that stood with India during the incident and urged for stronger cooperation to combat terror networks.
On the sidelines of the summit, Modi met Chinese President Xi Jinping. He said India and China should see themselves as “development partners, not rivals,” and discussed ways to improve trade ties, enhance regional security cooperation, and restart direct flights.
The Prime Minister’s remarks highlighted India’s position of leading regional security efforts while pushing for fair connectivity and economic partnerships. By rejecting selective approaches to terrorism, Modi signaled India’s intent to strengthen SCO’s role as a platform for peace, stability, and cooperation across Eurasia.
