Swapna Kumbar , Bengaluru - Prime Minister Narendra Modi said India’s vision is to make the Indian Ocean an “Ocean of Opportunity” as he held delegation-level talks with Seychelles President Patrick Herminie in Victoria . Seychelles also conferred on Modi the honorary title of “Guardian of the Blue Horizon,” describing it as recognition of his leadership in sustainability, the blue economy and ocean governance.

During the visit, Modi outlined India’s broader approach to the Indian Ocean, saying security, stability and economic prosperity must go together and that partnerships in the region should be built on mutual respect and trust. The message aligns with New Delhi’s focus on maritime security, green development and stronger ties with island nations in the Indian Ocean. Herminie said the title was the highest honour Seychelles confers on international dignitaries and praised Modi’s role in advancing ocean governance and sustainable development.

The two leaders also held delegation-level talks aimed at deepening bilateral cooperation across defence, maritime security, health, digital banking, agriculture, space and connectivity. Reports said the discussions were meant to accelerate a joint vision for sustainability, economic growth and security, with both sides looking to strengthen long-term strategic and economic ties. Modi’s visit comes as India and Seychelles mark 50 years of diplomatic ties, adding symbolic weight to the engagement.

The Seychelles visit underlines India’s effort to position itself as a partner of choice in the Indian Ocean region while projecting a wider blue-economy and climate-friendly diplomatic agenda.
