Desk Correspondent , New Delhi - The Union Ministry of Home Affairs has officially notified significant amendments to the Citizenship Rules, 2009, streamlining the registration and regulation process for Overseas Citizen of India (OCI) cardholders. The primary objective of the notification is to simplify the application framework for individuals of Indian origin living abroad while strengthening the monitoring of compliance with local laws. Under the new rules, the government has digitized several aspects of the registration process, mandating that OCI applicants provide updated biometric data and clearer documentation regarding their ancestral links to India.
Central to the notification is the clarification of the rights and limitations associated with OCI status. While cardholders continue to enjoy multi-purpose, multiple-entry, lifelong visas for visiting India, the revised rules emphasize that OCI status does not equate to political rights; holders remain prohibited from voting or holding constitutional posts. Furthermore, the amendments grant the government broader authority to cancel OCI registrations if a cardholder is found to have violated any specific laws notified by the Centre. This includes a mandatory requirement for OCI holders to seek special permission before engaging in research, missionary, or journalistic activities within the country.
The move comes as part of a broader effort to modernize India’s citizenship management system and ensure national security interests are balanced with the needs of the diaspora. By integrating these changes into the Citizenship Rules, the Centre aims to reduce administrative delays and provide a more transparent legal environment for the millions of people holding OCI cards. Legal experts suggest that the "notified laws" clause provides the state with greater oversight, ensuring that the privileges granted to overseas citizens are aligned with current domestic legal frameworks.
