Amidst the empty opposition benches, Chief Minister Nayab Singh Saini moved a formal resolution ratifying the Constitution 131 Bill, which seeks to provide 33% reservation for women in the Lok Sabha and state legislative assemblies. The resolution was passed unanimously by the members present, marking a significant legislative step for the state despite the political friction.
The Congress leadership justified their absence by accusing the ruling BJP-JJP government of bypassing parliamentary norms and failing to address urgent state issues. Former Chief Minister Bhupinder Singh Hooda stated that while the party supports women’s empowerment in principle, the special session was a "political gimmick" designed to divert attention from more pressing concerns, such as farmer distress and unemployment. The opposition argued that the session was convened without adequate notice or consultation, leaving no room for a constructive debate on the actual implementation timeline of the quota.
Defending the move, Chief Minister Saini hailed the resolution as a historic milestone for gender equality in Haryana’s political landscape. He criticized the Congress for their "anti-women" stance, suggesting that their boycott demonstrated a lack of commitment to empowering female leaders. Government officials emphasized that the ratification is a necessary procedural step to ensure the federal mandate for women’s reservation is upheld. The session concluded shortly after the resolution’s passage, leaving the state’s political atmosphere charged ahead of the upcoming electoral cycles.
