Hamas dissolves Gaza government but refuses to disarm: what happens next?

Swapna Kumbar , Bengaluru - Hamas has announced the dissolution of its de facto government in Gaza and signalled that it is prepared to hand administrative control to a technocratic Palestinian committee, but it did not agree to disarm. That leaves the core U.S. and Israeli demand that Hamas give up weapons and hand security to an international force still unresolved.

According to reports, the move is meant to show Hamas is willing to transfer civil administration while keeping its armed wing intact, at least for now. Hamas said ministries and staff appointed under its rule would remain in place during the transition, and it would still oversee security and policing in parts of Gaza that remain under its control. That means the group is trying to separate governance from armed resistance rather than fully exiting the territory’s power structure.

The next phase will depend on whether a new Palestinian technocratic body can actually take over administrative responsibilities and whether Israel and the United States accept a transition that stops short of disarmament. Reports indicate Hamas has tied any discussion of disarmament to broader guarantees, including a halt to Israeli attacks and clearer political arrangements for Gaza. If those conditions are not met, the ceasefire process could stall again, leaving Gaza in a limbo where civil rule shifts but military control does not.

Hamas appears to be offering an administrative handover, not surrender. The real test is whether mediators can turn that partial move into a workable post-war framework without resolving the disarmament question first.
