In a significant development, the Supreme Court of India on 22 August 2025 modified its earlier directive, ruling that stray dogs picked up from the Delhi National Capital Region must now be released back to their original localities after sterilisation, deworming, and immunisation. This decision, made by a three-judge bench including Justices Vikram Nath, Sandeep Mehta, and NV Anjaria, stays the "too harsh" August 11 order that had previously prohibited the release of treated and vaccinated dogs. The Court noted that returning dogs after treatment is a scientific and compassionate approach, preventing overcrowding in shelters.
The Court clarified that only dogs infected with rabies, suspected of having rabies, or those displaying aggressive behaviour should not be released onto the streets. Such animals, after sterilisation and immunisation, are to be housed in separate shelters. Furthermore, the Supreme Court has prohibited the feeding of stray dogs on public roads, directing municipal authorities to establish dedicated feeding spaces in each ward.
This move aims to mitigate issues arising from unregulated street feeding. The ruling also expands its scope nationwide, intending to transfer similar petitions from High Courts to formulate a national policy. Obstruction of authorities will lead to prosecution, and participating dog lovers and NGOs are required to deposit funds for dog infrastructure.
