New Delhi, August 22 — The Supreme Court of India on Thursday modified its earlier order regarding stray dogs, issuing a clear warning to individuals who feed them in public spaces. The court stated that those who choose to feed stray dogs must also take responsibility for their care and safety.
A bench led by Justice J.K. Maheshwari noted that while compassion towards animals is important, it cannot come at the cost of public safety and health. The court directed that feeders must ensure proper arrangements such as designated areas or their own premises for feeding stray dogs.
The ruling comes after a series of petitions from residents across states raising concerns over dog bite incidents and growing conflicts between citizens and animal rights groups. The court observed that local authorities have a duty to maintain balance — safeguarding the rights of animals under the law while also protecting citizens from harm.
Importantly, the Supreme Court underlined that those found feeding strays in unauthorized public places could face liability in case of attacks. It also urged state governments and municipal bodies to frame guidelines on feeding, vaccination, and sterilisation programs to address the rising population of street dogs.
The order has sparked debate, with animal welfare groups urging caution against punitive measures, while many residents’ associations have welcomed the ruling as a step towards addressing a long-standing urban challenge.
