The Congress leadership justified their absence by accusing the ruling BJP-JJP government of bypassing parliamentary norms and failing to address urgent state issues. Former Chief Minister Bhupinder Singh Hooda stated that while the party supports women’s empowerment in principle, the special session was a "political gimmick" designed to divert attention from more pressing concerns, such as farmer distress and unemployment.
