Delhi – The GRAP 4 (Graded Response Action Plan) measures are to be taken in Delhi amid the consistent ‘very poor quality’ air in winter. This Saturday morning, Delhi recorded its average AQI as 360. To tackle this depleting AQI, some GRAP 4 measures under GRAP 3 will be implemented, according to the Commission for Air Quality Management (CAQM).
According to sources, the following GRAP 4 measures will be included in GRAP 3 –
1) NCR state governments / GNCTD to decide on allowing public, municipal and private offices to work at 50% strength and the rest to work from home.
2) The Central Government may take an appropriate decision on permitting work from home for employees in Central Government offices.
The GRAP 3 measures extend to other restrictions as well. These restrictions entail non-essential construction, demolition and driving Bharat Stage (BS)-IV (emission standards) category. The Delhi government also announced that all schools and educational institutions to refrain from any sports and outdoor activities.
The Delhi government implemented GRAP 3 measures on November 11, 2025, in response to the air quality deteriorating into the "severe" category.
