Union Home Minister Amit Shah on Friday asserted that the BJP government in Haryana has eliminated the “kharchi-parchi” practice — a system critics say allowed jobs and benefits to be distributed based on favoritism rather than merit.

Shah said that previously, individuals often had to rely on patronage, corruption or influence (“kharchi” meaning expense, “parchi” meaning note or ticket) to secure employment. Under BJP rule, he claimed, merit has become the sole criterion for job allocation.

He also noted that for the first time in Haryana’s history, development has spread evenly across districts instead of being concentrated in certain areas under successive governments.  Shah inaugurated or laid foundation stones for 19 projects worth about ₹825 crore from Kurukshetra, including nursing colleges, road upgrades, police quarters, jails, and public works.
